"After the abuses and mismanagement that have come to light, it is clear we must prevent the IRS from having any role in Americans' healthcare," Cornyn said in a statement. "I cannot support giving the IRS any responsibility or taxpayer dollars to implement the law."
The IRS will play a major role in carrying out President Obama's healthcare law by collecting tax revenues and distributing subsidies to eligible applicants in the new insurance exchanges.
Preventing this work would effectively shut down ObamaCare.
The House passed the measure from Rep. Tom Graves (R-Ga.) Friday by a vote of 232-185, with four Democrats joining Republicans in favor.
