Kelly campaign said that the contracts would have gone through if Kelly's company hadn't won them, and argued that by having more people bidding on the contracts, Kelly's company actually saved the government money.

"That would have been completely and totally absurd because it had no effect on whether the project would go forward or not," Kelly spokesman John Ellinwood told the Arizona Republic. "These projects were going to be done. Someone was going to get (the contract). ... Somebody will be getting paid."
