Giffords and Kelly will deliver the speech on May 25, according to the Poughkeepsie Journal.
The former Arizona congresswoman will also be awarded an honorary doctorate of humane letters at the commencement.
Giffords, who was shot in the head during a shooting rampage at a constituent event in early 2011, has become a vocal advocate for gun control since her medical injuries forced her to leave Congress.
Kelly and Giffords run Americans for Responsible Solutions, a group that advocates tougher gun ownership to reduce gun violence.
Americans for Responsible Solutions released a video of Kelly purchasing a Sig Sauer .45 in Tucson, Arizona, arguing that it's currently too easy to buy weapon.
In January, Giffords also testified before the Senate, urging lawmakers to move quickly on gun control after the tragic mass shooting at Sandy Hook Elementary School in Newtown, Conn.
