Pennsylvania State Police announced Tuesday they are investigating a video posted to social media of a 2-year-old appearing to vape.

The video, circulated through Snapchat, depicts the child inhaling from a vaping device before coughing and crying, with two teen girls heard laughing. State police said the two were a 17-year-old who was babysitting the toddler and an 18-year-old who was also present.

The state police said the child found the device on a nightstand at a house in St. Clair Township east of Pittsburgh, at which point the teens filmed the incident rather than taking the device from the toddler. Neither are believed to be related to the 2-year-old.

"I'm in disbelief that they would even laugh or have something like that in reach of a child's possession," the child’s mother, who asked not to be identified, told a local NBC affiliate. "I'm not trusting nobody anymore to babysit my child."

“The device is believed to have contained 3% nicotine, but not THC,” the state police said in a statement, referring to the psychoactive ingredient in marijuana. “Additionally, the child, while observed in the video to be coughing after inhaling from the device, did not display any other visible effects from inhaling the device contents.”
