Any idea to cut off funding to the operations would be welcome news in Tehran. It would be a blessed event to al-Qaeda. We have two enemies very much on the run; a free, democratic Iraq is possible with continued commitment, and that’s the biggest blow to Iranian efforts to dominate the region. It’s a containment policy that will work.

Al-Qaeda has been greatly diminished by the surge. They would be the biggest beneficiary of it stopping, so I would argue that this idea of Congress intervening by cutting off funding in Iraq would be the greatest mistake we could possibly make as a nation. It would empower two enemies that we can’t afford to lose to -- Iran and al-Qaeda.
