This was not a strategic adjustment. I was on the Lehrer show the night that President Bush announced the surge, and I said then that this was a tactical adjustment, and it only becomes strategic if you have political change in Iraq and a regional solution. No matter what we do militarily, it’s not going to affect the future of Iraq and the region positively unless those two components are present.

And the one inarguable result of the surge has been that they've accelerated rotational cycles of the Army and the Marine Corps so that we’re burning out our troops. That is the one inarguable result, and that’s why I introduced this well time amendment to basically say that however long it’s going to take to sort this out, we have to start with a safety net under the troops, and to say that however long you’ve been gone, you deserve to have that much time back here.
