Hoyer calls for vote on Export-Import Bank

House Minority Whip Steny Hoyer (D-Md.) on Wednesday called on GOP leaders to put legislation reauthorizing the Export-Import Bank on the floor in the absence of a scheduled vote before it expires at the end of this month.
The Export-Import Bank’s charter will expire at the end of June if Congress doesn’t act. But a memo last week from House Majority Leader Kevin McCarthy (R-Calif.) outlining the June agenda made no mention of renewing the bank.
Hoyer noted that the subject of exports will come up this month when the House considers legislation to give President Obama’s fast-track authority to negotiate trade deals. Trade legislation could come up for a House floor vote as soon as next week, but it could be pushed back to later in the month.
{mosads}“We are going to hear a lot about jobs here at home next week as we debate the fast-track authority. This deals with jobs here in America. With the Export-Import Bank’s future uncertain, we are seeing uncertainty in the marketplace,” Hoyer said in a House floor speech.
Hoyer said that a bill reauthorizing the bank would pass with the support of virtually all Democrats and enough Republicans who don’t oppose renewing it. Forty-one GOP lawmakers signed a letter to McCarthy and Speaker John Boehner (R-Ohio) urging them to allow a vote reauthorizing the Export-Import Bank.
“It is clear that a majority of the House supports a long-term reauthorization of the Export-Import Bank,” Hoyer said.
The Maryland Democrat warned that Congress shouldn’t let the bank lapse before passing legislation to save it, like the Senate did with provisions of the Patriot Act this week.
“We should act now before we find ourselves at the eleventh hour before the June 30 deadline. Now, we have just seen shutting down the security apparatus to protect America for a couple of days. Let’s not put at risk the economic security of our country,” Hoyer said.
McCarthy, House Majority Whip Steve Scalise (R-La.) and House Financial Service Committee Chairman Jeb Hensarling (R-Texas) have all expressed support for winding down the Export-Import Bank.
