Some reports say the shutdown has blocked 5,000 low-income children from accessing pre-school programs.


The other is H.J.Res. 83, the Impact Aid for Local Schools Act. The Impact Aid program helps subsidize school districts in regions with a heavy concentration of federal property that is exempt from local property taxes.

The Senate starts at 10 a.m., and as usual on Tuesday, it will break for caucus lunches in the middle of the day.

Senators adjourned Monday with no firm plans for a vote on legislation.
