House easily approves military construction, VA approps bill
The measure was approved after several amendment votes on Monday night. By a 204-203 vote, members approved an amendment that would make it easier for the government to enter into contract labor agreements for military construction projects.
Members also approved language blocking any spending in the bill that is in violation of the War Powers Resolution, along with a handful of other amendments.
The bill is the second appropriations bill passed by the House this year. While the bill has obvious bipartisan support, it is unclear whether the Senate will take it up, as Democratic leaders there generally oppose Republican plans to cut overall spending levels.
For example, in the weeks since the House approved an appropriations bill cutting Department of Homeland Security spending, the Senate has given no sign that it would consider that bill.
