During an interview Sunday on CBS's "Face The Nation," Graham announced his plans to support Tillerson.
"In my office, he said that when America doesn't lead, other people will, and the vacuum is always filled by bad actors," Graham said, referring to Tillerson.
"He said that we have to have a foreign policy that engages the world, we need to lead from the front."
Graham, who challenged Trump in the GOP primary, said he's begging the new president to understand that "if we don't help others, over there, we're always going to be endangered here."
He also announced his decision Sunday on Twitter.
"I will vote to confirm Rex Tillerson as Secretary of State," Graham tweeted.
After Tillerson's confirmation hearing, Graham said the Exxon Mobil CEO should have "knocked it out of the park."
“I think Tillerson is a very qualified guy, but I’d like to see more strength and clarity when it comes to Russia and the moral clarity that Marco was talking about,” Graham said after the hearing.
