White House has asked all Cabinet agencies for wall funding

"The president's asked every agency to look and see if they have money that can be used for that purpose," she said. "We're looking at every avenue available"

The comments are the latest indication the White House is trying to climb down from its threat to trigger a shutdown over Trump's demand for $5 billion in wall funding. 

Sanders said the president would essentially defer to Congress in drafting a spending proposal. 

"We want to know what they can pass," she said.
