Finkenauer, 29, will become one of the youngest members of the House and will join a number of other new female lawmakers in Washington following an election that saw a record number of women run for Congress.
Blum, a member of the conservative House Freedom Caucus, had held the northeastern Iowa seat since 2015.
During the campaign, Blum and Finkenauer sparred over issues including health care, trade and President Trump’s tax law. Both candidates also questioned each other's ethics.
