International tax expert joins KPMG

Plowgian has also worked in the Treasury Department’s Office of the International Tax Counsel. In that role, he oversaw regulatory guidance of U.S. international tax provisions, such as the Foreign Account Tax Compliance Act (FATCA) and Foreign Investment in Real Property Tax Act (FIRPTA).
