It was not immediately clear what prompted Trump's new proposal.
During his campaign, Trump at times proposed that countries such as Saudi Arabia and Japan should acquire nuclear weapons as a counter to Iran and North Korea, a policy that runs counter to the current U.S. stance.
The U.S. is expected to spend $1 trillion over the next 30 years upgrading its nuclear arsenal.
