GAO tells Congress why federal IT projects succeed


“Implementation of these factors will not necessarily ensure that federal agencies will successfully acquire IT systems, because many different factors contribute to successful acquisitions,” states the report.

“Nevertheless, the examples of how agencies implemented the critical success factors may help federal agencies address the well-documented acquisition challenges they face.”

The agencies highlighted for successful IT projects include the Departments of Commerce, Energy, Transportation and Veterans Affairs. The successful projects range in budget from $34 million for a VA health record system to $2 billion for DHS’ Western Hemisphere Travel Initiative.

Notably, the report highlights the Census Bureau’s system for capturing and processing responses. The bureau had previously been the target of several scathing GAO reports regarding poor IT acquisition processes that resulted in a late switch from using handheld computers to paper forms to collect responses.
