Foxx is in the midst of a push to convince lawmakers to boost the nation’s infrastructure spending, but he is scheduled to testify Thursday afternoon at a House Appropriations Committee hearing on the transportation department’s funding bill. 

The measure, which is typically dubbed THUD, covers the departments of Transportation and Housing and Urban Development.
