The Nuclear Energy Institute is looking for a Federal Programs Appropriations Director.



Principal Duties and Responsibilities:
• Develop and maintain relationships with House and Senate budget and appropriations committees, members of Congress and congressional staff as well as OMB, DOE, and White House administration officials to strengthen their knowledge and understanding of commercial nuclear technology federal funding needs and impacts.
• Actively implement congressional and administration outreach programs designed to enhance NEI’s relationships with Senate and House budget and appropriations committees, OMB, DOE and the White House regarding nuclear energy policy, programs and federal funding. Monitor OMB, DOE, White House and budget and appropriations committees activities. 
• Develop and work with NEI member companies to implement strategic lobbying efforts pertaining to key legislative issues and programmatic and policy priorities. Specifically, work to develop annual federal funding and programmatic priorities with NEI member companies.
• Actively engage and develop briefings for other political groups that influence congressional and administration priorities to promote NEI’s strategic objectives and federal funding priorities.
• Prepare congressional testimony for NEI and industry witnesses, provide information and background to congressional staff, and brief witnesses prior to congressional hearings.
• Develop white papers on key industry issues that NEI members can use to strategically lobby on legislative issues. Draft and/or edit articles for NEI publications related to congressional and administrative actions or activities.
• Serve as an NEI liaison with sister trade associations and other organizations. Provide briefings to industry representatives and member company CEOs on legislative matters.
• Participate in the political process in conjunction with the NEI Federal PAC by representing NEI at events in Washington and congressional districts.
• Brief and provide relevant materials for executive committee/board of directors, NSIAC, governmental affairs advisory committee, the governmental affairs standing committee and NEI task forces on assigned issues.
• Arrange meetings between NEI officials and member company representatives with members of Congress, congressional staff and administration officials.
• Quickly learn new issues and proficiently communicate industry positions and priorities to external audiences including Congress, regulatory agencies, administration officials and third parties.
• Provide on-the-record commentary to national press outlets regarding legislative initiatives in support of the industry.


Work Experience/Education:
• 6 to 10 years’ policy development and advocacy experience in Congress, industry or the executive branch with particular emphasis in energy, environmental and trade issues desired.
• Bachelor’s degree required; advanced degree helpful.
 
Knowledge:
• Knowledge of congressional and legislative process, including budget,
appropriations and authorizations, as well as executive agency and regulatory
management processes.
• Knowledge of nuclear engineering and technical issues is preferred.
• Knowledge regarding NEI members’ business interests is critical.

 
Skills & Abilities:
• Strong written and oral communication skills. 
• Consensus building skills essential.
• Ability to synthesize complex topics into simple terms.
