Vice President, Federal Affairs

AWEA is seeking a Vice President, Federal Affairs to lead AWEA’s strategic engagement to educate and influence Congress and other elected or appointed federal officials in pursuit of a stable, effective policy platform for wind energy growth in the US. This senior staff position reports to the SVP, Government & Public Affairs and works with AWEA leadership and member committees.

Essential Functions/Major Responsibilities:
• Work with AWEA-member Federal Affairs Committee and the AWEA Board of Directors to develop a federal advocacy strategy to promote pro-wind policies or legislation and defend against anti-wind riders or harmful policy.
• Develop, manage and help execute strategic engagement plan, including: direct Congressional outreach; management of AWEA’s lobbyists and consultants; establishment/management of relationships with influential individuals or organizations; and driving consensus among members and allied organizations. Legislative topics and policy topics include energy tax, military siting, appropriations, transmission and offshore, among others.
• Closely coordinate with other VPs in the Government and Public Affairs Department to execute integrated advocacy campaigns. Provide political guidance and strategize around targeting, messaging, and materials. Provide guidance to WindPAC committee.
• Lead AWEA audience education/engagement strategy with Congressional and other elected/appointed officials, including the strategic deployment of AWEA senior leadership and other AWEA staff.
• Represent AWEA externally at political fundraisers and public events, including public speaking; serve as a media spokesperson on Congressional matters, and educate broader AWEA membership on legislative matters.
• Lead, direct, plan and appraise the work of AWEA’s Federal Affairs team.

Education and/or Experience

Qualified applicants may possess any combination of education and experience enabling them to successfully perform the responsibilities of the position. Preferred qualifications are: B.A. or B.S. Post graduate degree in public policy, law, political science, or energy related field preferred. Seeking candidates with relevant experience.

Candidate should have extensive network, including senior government and Congressional contacts; must possess exceptional written and oral communications skills, with an emphasis on the ability to craft advocacy communications and explain technical concepts to diverse audiences. Strong preference is given to candidates with experience working on an integrated advocacy campaign that included state, federal and communications components. Additional consideration given to candidates with experience working in states with a heavy wind presence.
