The Laura and John Arnold Foundation (LJAF) is a private foundation whose core objective is to improve the lives of individuals by strengthening our social, governmental, and economic systems.

Position: Director of Health Care – Payment Reform

LJAF’s Health Care Payment portfolio aims to develop evidence-based policy to make health care more affordable for governments, businesses, and households. LJAF is seeking to add a dynamic senior-level team member to help us advance our work in this area. The new director will be responsible for developing a research, policy, and technical assistance strategy to affect change at the federal and state levels. Work in this portfolio would address a range of issues related to health care spending: commercial sector prices; the provision of unnecessary and low-value care; and the management of care for complex care populations. This individual will be responsible for identifying, analyzing, and pursuing new, high-leverage philanthropic opportunities, as well as managing current investments. The director will report directly to the Vice President of Health Care.

Core Responsibilities:
• Collaborate with LJAF’s Board of Directors and Vice President of Health Care to refine LJAF’s health care payment strategy
• Identify, research, and evaluate new, high-leverage philanthropic opportunities to inform and develop federal and state policy to constrain health care spending
• Develop, present and make charitable investment/grant recommendations to LJAF’s Board
• Execute and manage charitable investments approved by LJAF’s Board, which will include working with grantees to develop strategic plans, establishing performance metrics, and monitoring the performance of grantees
• Develop and manage relationships with key stakeholders, experts, and new and existing grantees
• Collaborate with LJAF staff to explore and develop cross-initiative charitable investment opportunities

Essential Skills, Experience, and Abilities:
• Senior-level, with an appropriate combination of experience with: market concentration and its impact on prices; the identification of low-value care; provider and consumer models to avoid unnecessary care; and the management of complex care populations
• Experience with federal or state policy-making processes
• Proven ability to design innovative strategies for positive and sustainable reforms and to implement government systems change
• Effective leadership and management skills
• Strategic, entrepreneurial approach to developing ideas and designing solutions
• Creativity and rigor in finding answers to complex problems
• Excellent oral and written communication skills
• Ability to understand technical and theoretical concepts
• Capacity to effectively prioritize projects, work simultaneously on multiple ventures, and meet deadlines

Required Education:
• Advanced degree(s) in economics, public policy, or a related field
• At least eight years of health policy experience, or an equivalent combination of education and work experience
