Position: Legislative Affairs Manager Air Programs

Salary Range: To be determined based on education and experience
Projected start date: January 15, 2019
Reports to: Legislative Director
This position is based in Washington, D.C.

About NGAUS: The association includes nearly 45,000 current or former Guard officers. It was created in 1878 to provide unified National Guard representation in Washington. In their first productive meeting after Reconstruction, militia officers from the North and South formed the association with the goal of obtaining better equipment and training by petitioning Congress for more resources. Today, 140 years later, NGAUS has the same mission.

Primary Function: Serves as the NGAUS Air National Guard Program Manager; coordinates and executes all Air programs and legislative objectives.

Essential Duties & Responsibilities

1. Perform lobbying activities as directed by the Legislative Director.
2. Develop and execute congressional strategies, fact sheets, and legislative alerts.
3. Prepare written materials and briefings for the Washington Report newsletter, Congress, industry, military organizations and state associations.
4. Help develop strategies and programs to achieve legislative goals.
5. Provide legislative analysis products and materials as requested.
6. Be prepared to testify if called on.
7. Assist with plans and preparations for legislative activities at the NGAUS general conference.
8. Work closely with counterparts in the National Guard Bureau Office of Legislative Liaison.
9. Develop professional relationships with Hill staffers.
10. Assist in outreach efforts to the United States Congress, Department of Defense, National Guard Bureau, industry and state associations.
11. Work closely with Board of Directors, task forces and other sub-committees as appropriate.
12. Develop marketing messages and campaigns.
13. Represent NGAUS at various events (state visits, conferences, receptions etc.)
14. Perform other related duties as assigned

Qualifications, Skills and Experience

• Current or former commissioned or warrant officer in the Army or Air National Guard (preferred)
• Member of NGAUS (preferred)
• Ability to serve as a strong, compelling ambassador for NGAUS
• Knowledge of federal legislative/political/government relations
• Knowledge of the congressional legislative process
• Knowledge of the National Guard’s legislative issues
• Knowledge of federal legislative and executive branch budgeting, procedures and policies
• Familiarity with Department of Defense procedures
• Creative, energetic, entrepreneurial spirit
• Demonstrated ability to multi-task, be organized and flexible, and prioritize responsibilities
• Superior interpersonal and communication skills (oral and written)
• Business acumen, strategic planning, and resource management skills
• Strong to superior IT and social media capabilities
• Ability to travel as necessary (up to 20% of time)
• Ability to work as a team member

Education and/or Experience

Bachelor’s Degree or greater in government relations, political science or related field.
Three years experience in legislative/political/government relations.

Language Skills

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before board of directors, executive directors/presidents or employees of organization.

Mathematical Skills

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret graphs.

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Computer Skills
To perform this job successfully, an individual should have knowledge of Microsoft office suite (Spreadsheet software and Word Processing software a must).
