Senior Congressional Affairs Adviser

Norway is a long-standing ally and partner of the United States, a founding member of NATO and a leader in a broad range of foreign policy areas. Norway’s relations with the United States are deep and broad, spanning defense, security policy, culture, energy, trade and investments. The mission of the Embassy of Norway to the United States is to further enhance relations with the U.S. Government and the U.S. Congress, focusing on core Norwegian foreign policy priorities and issues of mutual interest.
The Embassy in Washington, D.C. is Norway’s largest bilateral mission, with a staff of more than 50, including approximately 30 diplomats and 20 local staff. The diplomats include Foreign Service personnel, envoys from other Norwegian government agencies, and military envoys in the office of the Defense Attaché.

Position summary

The Senior Congressional Affairs Adviser is responsible for developing the Embassy’s network on Capitol Hill, and follows legislative processes of particular interest to Norway in cooperation with Embassy staff. The Senior Congressional Affairs Adviser cooperates closely with Embassy leadership and works with the Embassy’s political and economic teams. The position is suitable for a person with Congressional staff experience at a senior level.

Duties

• Maintain and develop the Embassy’s network of Members of Congress and senior congressional staff
• Organize events attended by Members of Congress and staff
• Maintain close cooperation with the Friends of Norway Caucus and other caucuses of particular importance to the Embassy
• Track legislation, regulations, and documents in Congress of relevance to Norway
• Work closely with Embassy diplomats in planning congressional outreach
• Attend select meetings with Members of Congress and congressional staff
• Carry out administrative duties related to networking
• Complete special projects as required for Embassy leadership, and for the political and economic teams

Education/experience

• College degree or equivalent experience or formal training
• Excellent knowledge of U.S. policy-making and law-making processes
• Ability to prepare clear, timely and thorough analyses of complex policy issues and directives
• Knowledge of international relations and U.S. foreign policy
• Experience in senior position in the U.S. Congress (senior personal staff or professional staff member)
• Knowledge of Norwegian foreign policy positions and priorities is desirable

We are looking for a person with excellent cooperation and teamwork skills, a person with experience in high-level networking who is flexible, service-minded, displays personal integrity, and is able to work independently.

Terms

Staff at foreign missions are divided into diplomatic and local positions. The current position is local, and the contract will be regulated by U.S. law.
