According to excerpts of the policy document reported by Reuters, the president will label China and Russia “revisionist powers.”

Trump will also talk about the threat of hacking.

He will not label climate change a threat to national security, however, as the previous administration did.

Trump is also expected to highlight North Korea’s aggression, which the president has tried to quell with China's help.

Trump is expected to speak at 2 p.m.
