Primer: Will the GOP attempt to repeal ObamaCare via reconciliation?

Congressional Republicans returning to Washington this week must decide whether to employ a procedural tool to repeal ObamaCare, following last month's Supreme Court's ruling in favor of the statute.

The Hill's Molly K. Hooper spoke with Brookings Institution scholar Sarah Binder for a primer on how the legislative tool would work should the GOP move forward with a plan to undo the president's healthcare law.

"It’s really 1980-81 when Reagan ... comes in with trying to do tax reform and tax cuts, that’s really the first time where reconciliation is used in a major policy, in a policy way," the George Washington University professor says.
